Basically i'm playing as Kongo and I started on a Pangea map which had a large amount of mountain ranges around my starting area, so lots of areas for barb encampments to spawn next to the mountains where they only focus their attack on the singular nearby city.

I have an encampment to the left of my capital which spawns Horsemen very regularly, despite there being no horse resources there. When a Horseman comes to my capital and I kill him and go to clear the encampment, the Spearman that is always there is present and there is a new Horseman each time. The area is open so there is no hills/forest protection and the Horseman makes mince meat of an archer.

By the time my 4 archers take out a Horseman another one spawns plus you have the Spearman attacking. Damn annoying.

Bring units that can deal with barb horsemen? Like maybe a spearman or two of your own?

Forget Kongo. Just go Rome and use a single legion.

I never even thought of bringing Spearmen! I guess from playing Civ V I thought that Archers ruled Civ early game and that melee units were less powerful, but the Horsemen rushes early in Civ VI sure changed that.

The best way to deal with this IMO is to make the Horsemen come to you at your city. Fight them off there, where you have the advantage. You'll have to fight about 4 to 5 units most likely. After wiping them out, go after the camp.

Letting a barbarian Scout trigger Barbs this way at least once per game is actually often to your advantage. Makes it easy to trigger the Eurekas for a bunch of the "kill a unit with..." boost prereqs.

Or clear the nearby barbarian camps before horsemen. Although they can spawn early, they don't from the off.
