Unable to give units commands

Hello, everyone. I'm having a bit of an odd problem.

I'm unable to perform any tasks once I enter into a local game. When I select my Settler to found my first city, I'm not presented with any options; I can't even move my Settler to a different tile. I also can't move my Warrior or give my Warrior any commands.

Now, I haven't play the game in, oh, about eight months, but I'm fairly certain there's supposed to be a panel in the bottom-left of the GUI that should present me with options as to what to do with my unit, correct? This panel is nonexistent for me; therefore, I'm unable to do anything. I can't even proceed to the next turn without performing any tasks.

I'm not sure what the problem is. I've played the game before without any problems on the lowest graphical settings (I don't have the best PC to play the game, but I do so anyway), so I'm not so sure that that's the problem. It seems odd to me that this panel (if it even exists; I don't even remember) simply doesn't exist in my GUI. (I've attached my dxdiag info anyway.)

Any help would be greatly appreciated. I don't want to have to go back to playing Civ4 if I don't have to.

Please open the Civ5.ini file (in Documents\My Games\Civ5; not the DX9 or DX11.ini), search for the entry about Gamecore threading, set it to 0 instead of 1, and save the file.
Then try if this solved the problem.

I decided to uninstall Civ V and sell it to a friend of mine on whose computer I know it will run. I decided I'd rather play Civ IV after all. Thanks for the help, though.

Sorry, you won't be able to sell it as it will be linked to yur steam account and he will not be able to register it again.
