Unable to start war

Using BTS 3.17, I'm unable to start war with one of the other opponents. In the past I've always been able to start war either by encroaching on their territory, or by contacting their leader and saying "I want to talk about something else". In the game I'm presently playing, I'm unable to start war, no matter what I try, and this guy needs a serious thumping.

What's the problem or what am I missing?

do you have a current peace treaty? Go to the info screen and make sure there aren't any 10 turn peace treaties going on.

Did you demand or ask the ai for help AI recently? I am not sure which version it started but now when say you get and AI to gift you a tech or gold or wolrd map or something there is a 10 turn cooling off period where you cant decalre war.

It was added in to stop the "strategy/exploit" of moving stack to ai's borders demanding every freebie you can get or asking them to DoW someone else so they send their stacks off to west while your stack is on the east or something THEN declaring war.

On upside it also works both ways so know giving in to ai demands guratees they CANT declare on you for at least ten tuens and if you keep giving in you can keep em off your back almost indefinetely until you strong enought o go make me pay.

I got a gift of gold, so not only am I a lot richer, I've also learned something else today.
