Unable to work costal tiles/pathing error

As you can see, in this city I only have a couple tiles I am able to place workers on. In this paticular situation it's not that big of a deal although one of the ocean tiles has fish on it. It tends to happen right after loading the game, and usually corrects itself after hitting end turn, but I did lose the extra food from the fish for that turn. It has happened a number of times loading this game, and not always the same tiles.

I am playing the patched version, but my system is below requirements. That might be where the problem lies, but decided to report it anyway just in case.

The other bug I found is in the unit pathing. I like to use the "g" key to get the pathing arrow for multiple tile movements. It chooses the path correctly but when I left click it sometimes does not follow that path. Usually when I have to arch around an un-roaded tile. The pathing arrow follows the road and the unit moves in a str8 line. I also have had the unit follow a different path than what was indicated (fully roaded area). The latter certainly not being an issue but having you unit jump onto an unroaded tile it not good at crucial times.

Is there / was there an enemy boat on the tile SE of your city? I have read that an enemy boat will prevent you from working all water tiles adjacent to the enemy boat.
 
Thats what is was. It happened again, only this time it was more drastic. It appears ships have a ZOC against working ocean tiles.

I completly disagree with anyone that would say this is a "correct" function. If I place a warrior near your city, the population in the surrounding 8 tiles to not leave. And it is certainly easier to deal with a land unit. With ships, take the Firgate for example, if your the first to get those, you can decimate ANY costal city and never fire a shot. I do not know if the ones that allow exploration of other civs peacefully do this. If those don't kill the food, then this should be able to be modded out I would think. (not a modder).

Here is an example of why this should be fixed/removed from the game.

With an attack of 8, there is no way to defend against it from the first player who gets Frigates. The death of commerce destroys your tech so you can't catch up in that area and build frigates, before the opponent has moved further down the tech tree and can build ships your firgates can not defeat. Once the city is reduced to minimal population, regrowth is too long. It's almost a game breaker for me.
