I think Im the leader of the Undercouncil. Problem is I dont know how to check or where to propose resolutions (I usually turn the UN off in normal civ so if it's similar to that then I'm still pretty clueless) :p

It's the same as the UN or AP. You should get popups from time to time asking you to vote for a leader and what proposal you want to put forward if you are elected, and if it's working correctly. I have been a member of the Overcouncil and that seems to be working as intended.

I'm at work right now, so I can't look, but I believe if you go to the victories screen there is a place at the bottom of the page for resolutions and members. Those should tell you what options you have as far as resolutions and should also list the membership of the council(s).

I also seem to recall that unless there were X number of members you wouldn't start getting the popups for the councils. I could be wrong about this last part though.
 
I had a similar issue one game. I built the undercouncil and even persuaded several people to join but no votes ever came up including the original that would choose the head. I quit the undercouncil and then rejoined and that seemed to solve the problem.

The only thing i can think of that it might have been (if not a bug) was that i think i didn't join the undercouncil in my civics screen until several turns after i had built the undercouncil. It is possible that i missed the original vote for head of the council, someone else got elected and then (unlikely) chose to not run any votes everytime the option came up.

Have you built the holy city for the UC yet? If there's no HC, I don't think there are any elections for the the UC or the OC.
 
That's happened to me once too - I forgot to join the undercouncil after I built it, and no one else had the tech. When I joined up, I never got any votes.
 
I assume you mean the Holy Shrine. The holy city (which is created upon the founding of a religion) isn't enough.
 
you get resolutions even when you are the only member of the Undercouncil. Works perfectly. (and yes there is also an election. You vote for yourself and that's it :D).
