Understanding culture mechanics

I've recently been getting interested in the way cutural borders work and particularly how culture gets placed onto each tile the city borders control. I've had a quick look at the war acadamy and found an article that covers this but I want to make sure I understand this correctly.

To make sure that that's clear, let me describe it another way. Think of the city's potential cultural area as a series of rings. The first ring consists of the city and the 8 surrounding squares. The second ring contains the other 12 squares of the city's production area, and so on. When the city's cultural level is 1, only the first ring gets the points from the city's CPT. When the city's cultural level reaches 2, both first and second ring get the base CPT and the first ring also gets and additional 20 points a turn, even if the city isn't generating any culture at that time. When the city reaches it's third cultural expansion, The inner 9 squares get an extra 40 points, the next ring gets 20 points and so on.

So as I understand it a newly founded capital of a non creative civ will produce 2:culture: per turn on each tile in its initial 3x3 square.

after the first border pop it will produce 22:culture: per turn in its initial 3x3 square and 2:culture: per turn in the other 12 tiles (second ring)

After the 3rd border pop the initial 3x3 square gets 42:culture: per turn, the second ring 22:culture: per turn and the new 3rd ring will get 2:culture: per turn.

Is this about right? Or is there something I'm missing?

I've worked out the figures based on a noncreative civs capital... Palace 2 :culture: per turn. So I think that parts correct.

If it had been based on a creative civ it would have been 4 :culture: per turn... 2 from the palace and 2 from the trait.
 
Looks right to me. This is why it can be so useful to win the race to early border pops against neighbouring civs. Established hidden culture can be tough to counter. Hidden culture is one of the less discussed advantages of the Creative trait, the +2 really counts for so much more, and then there are the cheap culture buildings...

This looks right, except you are considering a Creative Leader.

I believe the OP was considering a non-Creative leader's capital (don't forget the Palace). Edit: Groogaroo beat me to it.
 
I guess it's that straight forward then, the original article was good at the time of Vanilla/Warlords, nothing changed culturally since BTS was added?
 
I believe certain tiles like the angular ones get less ownership than those in linear formations.

I don't think so. Keep in mind though that the metric used for this (the same metric used in most of civ except for unit movement) is not as round as it should be.
