Unexpected bugs

I just finished a mod last night, which was supposed to do the following things:

  1. Cut population Unhappiness in half for all civs.
  2. Cut number-of-city Unhappiness in half for all civs.
  3. Start all cities at a population of 4, and slow food consumption.
  4. Give India a new Unique Abilty (Sacred Cattle) to replace Population Growth.
  5. Define Sacred Cow Pastures as a unique improvement for India.


These are my results after a few playtests with only the new mod:

  1. The Unhappiness cuts seem to work OK so far.
  2. The new ability is displaying on the opening screen, although the Civilopedia entry I added isn't there.
  3. The population/consumption rules aren't working at all.
  4. The Sacred Cow Pastures are not appearing as an option when my workers encounter cattle in my cities.


Could someone please help me fix these bugs? I'm attaching a copy of the mod as I've worked on it so far. Thank you for taking the time to read my question!
