Heh, I'm not to keen on tile management yet.
However, I finally got to experience armies; I conquered India, and en route, I got two Samurai armies. They freaking rock.

There are not too many things in the game that can make a bigger difference than management of your land. The govenor will mess this up, if you let him.
I consider tile management and worker control as hand and glove, must do both to do well. Ok, maybe not at Monarch or less.
