I think Arrrgggghhhh is the unhappiness caused by improvements that are designed to do so in mods. Or it could mean the unhappiness from a technology that causes the same thing in a mod or a civ that has a negative happy face for a trait in a mod. They plan for everything you see...

A negative face for a bad event is "We cannot forget your cruel oppression!"

Honestly, I've never seen that unhappiness cause. If I had to guess, I'd say a random even (forest fire, smoker in theatre) occurred and you choose a response that causes unhappiness for some time.
 
i think the more pertinent question is what are you doing with all those great people? saving for corporations? rainy day?
 
I've seen that, as well as "we just enjoy life" for happiness. I think it's a compounding effect, your'e people are so unhappy it's making them even more unhappy, or something like that. Iv'e only seen these when the numbers are really high, but I don't know how much you need.
 
'We cannot forget your cruel oppression' is the one used from random events. It's the same unhappiness thing from Slavery, except without the slavery
