oh YEAH!Its from an event. I've gotten it before too. If I remember right, it was something about a heretic in the city, where one of the options is to kick him out, and the other is to sponsor him.
The sponsorship one gives you a bonus (I think a free academy), and +1 unhappiness. That unhappiness is permanent.

One problem I can see right away is that this city is *very* lightly defended. Just think what would happen in you lost the city and all those great leaders.
I'd say switch to slavery and start whipping in order to produce more of an army in this city, you'll kill two birds with one stone that way.
Does anyone else find it alarming to lose 39 gold per turn? I'd say get this under control.
