Assets/XML/Art folder, edit the scaling in the Civ4ArtDefines_Unit and Civ4ArtDefines_Building XML files.

THanks, I tried it and it worked but some of the improvements (mines, fishing boats) didn't change their size regardless.

What's the difference?

Maybe you confused the fScale with the fInterfaceScale... there's a huge difference to what these two scales do, and if you're not paying attention, you probably changed the wrong one. fScale changes the unit scale in-game on the playing map... fInterfaceScale only changes how big the unit looks in the Civilopedia and that little in-game view on the bottom-left of the screen... my guess is you alternately changed the wrong unit scales... the file I mentioned IS where you change the unit scale, clear and simple.
