Re the attached screenshot . The summary shows a total unit cost of 81 gold , however the mouse hovertip showing a breakdown of the cost only shows a total of 74 gold.


Is this a bug in the game or is there another factor to cause the 7 gold discrepancy?

Not sure, however units cost more if they are not inside your territory. I think this may be new in C2C. If so it may be the cause, if someone forgot o add it into that report.
 
Don't some (police?) units cost more than others?

If you have time could you also look at Specialists Income -there appears to be a discrepancy with the figure shown and the mouse over figure.

The unit cost discrepancy was a bug in applying the game speed modifier (applied to one but not the other).

The specialists details hover text was not including extra gold from (any) specialists, whereas the total in the main panel was.

Fixes will be pushed to SVN shortly.

Edit - slight mis-diagnosis on the second one - actually turns out to be a slightly more involved fix due to rounding errors. It's actually a quite pervasive issue with extra commerce percentages from specialists in civics - you're using 'State Church', which gives 0.75 gold / priest. Unfortunately all of those values were handling in a rather brain-dead manner that rounded them individually (so as a new priest is added it adds 0.75 gold per turn, rounded down - so 0). Some pieces of code (like modifier recalculation for example, as well as the overall total in the advisor) multiplied by the number of specialists in a particular city before rounding (so 2 priests = 1 gold, 3 = 2, ...), some didn't. I'm changing things so that the quantity held will be in 100ths, which means smaller percentages will work and round correctly.

One other discrepancy I have just found - in Expenses , Civic Upkeep , the total figure shown is not the same as the total breakdown of Civic Expenses when the mouse hovers over the amount
