unit request: torpedo boat

Torpedo boats were small, mostly coastal ships, armed with only small guns and, well, torpedoes. They were thought to approach the enemy vessel, fired their torpedoes and then try to get away as fast as possible.
They were the predecessors to submarines.

For civ this would be a short range craft with high attack and low defense.
