Unit shown in wrong position (as stacked)

I know there have been some threads about an archer stacked in a city and firing despite there already being another unit garrisoned in that city. This is a bit different in that the archer in question isn't even firing, just passing turns, stacked with a pikeman.

I think you can have a garrisoned land unit, a land unit on the city tile that provides no bonus to the city, air units, cruise missiles, one naval unit, and a worker or settler or great person in a city tile. I think this is the maximum allowed.
 
When you already have a garrisoned unit on a city, you cannot move another unit on that city. The only exception is if you build a unit in that city, but then you can't end your turn until you move that unit away. The AI seems to be able to though, hence the bug.
 
I've been running into this a lot and it's very frustrating because it often means the difference between taking a city or losing a bunch of units over nothing. I'm attacking a city that has a ranged unit (say an archer) and I notice I'm being shot twice. Or there was an archer and suddenly I start getting hit with a catapult, but the archer is still shooting. The AI is clearly stacking units in the city and using them both. There's no way to tell by looking at the display, but clearly I'm getting hit twice.

I've attached a save. The city in question had an archer in it when I first approached, then the trebuchet appeared. The archer is still there. You can see I've got the city almost surrounded, but there are clear tiles one of the units could move to, which is what would happen if a player was in this situation.

Apologies if this has already been reported. I searched and couldn't find it. I'm kind of surprised it's not on the bug list because I've seen others complaining about it. I'm running the latest patch 621. The game is unmodded but is deluxe edition. Just load it and pass the turn and the units around Mumbai will get hit with both an archer and a trebuchet.

@prodigitize - Thanks for taking the time to report this problem. There appears to be a bug here, but it's not illegal stacking. Notice that your screenshots don't show a Pikeman (either in the city or outside it). When I load your save file, I see the attached screenshot. The Pikeman is outside the city. If it appeared to be inside the city, then it's a known (I think) display bug that clears itself when you reload the game. Please let me know if I overlooked something.

ETA: I found the other thread in which this issue is discussed, so I'll merge this thread into it.

@elthrasher -- Yes, we have seen this before, although it's understandable why you couldn't find it. It hasn't been added to the bug list because (I think) it's a display problem, not a game play problem. See the attached thumbnail for what I see immediately upon opening your save file. The Indian Archer is outside the city. Do you see the same thing when loading the save? We've never been able to duplicate this bug because it doesn't occur when you load the save file. I'll merge your thread into another existing one that discusses the issue.

Yeah, that's it. When I reloaded I could see the archer in his correct location. Thanks a bunch!
