I'm curious as to how to start one of the United Nations resolutions, or whether they start automatically. I can't figure it out, since I won a domination victory (standard Terra map, Noble difficulty) shortly after I grabbed the UN chair... are they just automatic at random or do you have to initiate them somewhere?
