How do you keep track on your units even if some of them are fortified?

Try and trawl the map for them and wait for the search feature to arrive.

It's quite simple. Zoom out, anywhere that's not in fog of war has units.

While answering "with my eyes" is not especially helpful or kind, it is factually correct in that there is no UI function to help you locate or even cycle through units. While you can use the minimap to visually locate a lone unit out in the fog of war, that's not helpful when trying to find a unit that's near one of your cities or other units.

It's more that I just can't quite wrap my head around not being able to find units.

When, for example, I have researched a new technology and would like to upgrade a certain unit type, manually scrolling around the map trying to find them is an unwelcome chore at best, and I frequently later find that I have missed some. Since military units are usually with other military units or inside a Commander, saying "look not in fog of war" is not a helpful recommendation.

The UI elements associated with units need to become a lot larger and more visible.
