Can you elaborate on this?
I am playing with VP 3.1.1 (January 1, 2023). My units gain XP by attacking & defending against barbarians (no major civs left), but my Great Admiral & Great General counters are frozen (no increase in GA & GG counter's points). Policy tree is completely filled/unlocked (Freedom). Map is Duel & Deity.
Earlier in the game, I seem to recall units not gaining XP on barb attach after 50ish XP, but that no longer seems the case. Game has been saved, reloaded a few times over days. What are your thoughts?
