Units not healing

I'm having a bit of trouble with my units not healing. I have battelfield medicine, but the units that aren't healing are the ones within my own territory. I've checked the FAQ which stated:

How exactly do you "heal" your troops?

* Whenever a unit stands still for a hole Turn, he will heal. If he is in a city WITH the Barracks, he will heal completely, but if the troop is healing in the field he will heal one point. Your unit can't heal in enemy territory, without the Battlefield medicine.

But that doesn't appear to be the case in my game. I won't move my units, I've even gone so far as to fortify them in my own territory but the units just won't heal. One is an aircraft carrier, the other a battleship, does healing not apply to naval units ?

arg, so I've got to send them into the city (with harbor) directly ? That sounds like a winner. Thanks for the info. A healing I go!

i believe that they will heal in any city, but harbors will heal them in one turn.

edit:

I am almost 100% sure that cities without harbors can heal ships, albit slower. In my latest gme, I had a city on the enemy continent w/out a harbor (airport instead) and I was able to heal my ships defending the coastline and my nearby island possessions.

Any coastal (duh) city can heal a ship; a harbor acts like a Barracks and will heal a ship faster.

Units on Ships (for example, the Viking Berzerk Unit :) ) heal 1 hp per turn if they take no activity and the ship is not within another civ's culture, even as the ship is under way.
