Hi, I didn't read any of the thread but I went through the changes in the patch and they're awesome, I agree with every one of them.
I just have one question/suggestion.. why not have a possibility of partisans spawning if running the Nationalism civic?
This 'patch' doesn't attempt to change the game play as Firaxis meant it to be, nor does it really add any 'new' features. It simply goes about fixing errors that were not fixed in the 3.13 patch, and errors that were created by the 3.13 patch. Adding something like that would change the over all game play, and therefore it would turn this more into a Mod than a fix. All of the changes that have been added thus far are simply fixes to code and logic that the game creators made.
The talk about changing the AI may amount more as a mod, but it attempts to create a better AI and uses the same logic that the game's creators use(d), so in that vein, is more of a patch. I mean, an AI that builds one thing only to build over it 2 turns later and then build over it again 10 turns later is definately a bug that needs to be looked into.
