Unrestricted leaders all the time ..

I was wondering if anyone else has had this problem(or maybe its not a problem somehow?) or anyone knows of the switch in a config file to change this ...

I can choose a civilization from the drop down when starting a new custom game, however when i click the leader dropdown, it lists all the leaders in the game. I cant remember the game acting this way ...
