Update won't let game play

I downloaded the update 1.74, or tried to. The update did not finish, but ended with an error. Now when I try to play the game, I get this:

This application has failed to start because D3DX9_32.DLL was not found. Re-installing the application may fix this problem.

The problem is that it will not uninstall so I can re-install the game program. How can I fix this problem so I can play the game again?

You might not be in the right forum. The only patch for Colonization is v1.01f.
