Just getting back into Civ2 after not playing for a long time. Is there a way to upgrade troops, say a musketeer to a rifleman, without Leonardo's Workshop?

You can disband units (in a city) for half the shields they took to build. If you are specifically looking to upgrade, you would disband them into a city producing a more advanced military unit.

Correct; however my understanding is that city should also be supporting them.

Hence, the correct procedure should be:
1) move any obsolete unit(s) to the city building the new unit;
2) change the supporting city (click on the unit in the city screen and "support from this city")
(don't worry if shields go negative, it's allowed during one game turn if you fix it before closing down the city screen)
3) choose the new military unit you wish to build
4) disband the old obsolete unit(s) and presto! 50% of the unit's production value goes into building the new unit.

Example: you'll need 4 warriors (10:2)x4=20 to produce one phalanx or pikemen.
In this case, it might not be worth it.
BUT
It may well be worth disbanding 4 Musketeers or Archers for one Marine unit !!!

City support does not apply when disbanding units in a city to use the shields for a new unit. As long as the unit to be disbanded is in the city where you are building a new unit, its shields (well, one half) will be added to the unit under construction. The home city of the unit to be disbanded (it might even be a none unit), has no effect on the process. The only thing that matters is to be sure you set the city to building the new unit before disbanding the old one. Its a bad idea to disband the unit while still building, say, infrastructure, since when you switch to the unit, you will lose another one half of the shields....
