Uranium Not Available from Suzerained Toronto

I researched the tech necessary to show uranium on the map a couple of turns ago. One deposit of Uranium showed up within Toronto, on a tile they already had a mine built upon. I have been their Suzerain this whole time, and yet I still don't have access to their uranium even now, 2-turns later. See pic.

The only thing I can think of is to send one of my builders over there to remove the mine and rebuild it and see if that "unlocks" it.

Any ideas?

I sent a builder there, removed the mine, and rebuilt it and still I get no Uranium. Total bug for sure.

I don't remember how it works exactly in Civ 6, but I think they (CS) should still sort of get access to a technology that reveals uranium and that's given to city-states somehow based on the scientific progress of all major civs. Once they 'know' the tech, you'll have your uranium.

Well, I'm also the suzerain of Buenos Aires and they had uranium (but with no mine) once I researched the tech to show uranium. I was sending a builder that way, but they ended up building a mine on it while he was in route and I received their uranium resource as soon as they did. So city-states must already know the tech, or at least Buenos Aires does, if they learn techs at different rates in Civ 6.

Still seems like a bug with Toronto; and I wasted 2-builds and a bunch of time on them with one of my builders...
