Hernan Cortes not working

Hernan Cortes conquistador is supposed to make you suzerain of an independent

When using his ability on an hostile one while being embarked, he disappear and the independent was still hostile and independent

I also noticed this on an early access/press review stream

This happened to me when I activated the Conquistador within the IP's borders but not the village tile itself. I reloaded and moved him to the village tile to activate and it worked.
