I had some other ideas, for example an "artist" showing in a city allowing the user to choose from either A) An instant culture bosst (cost xx gold) B) Get a free culture building in city (cost xx gold) or C) Nothing (cost 0 gold) but unfortunately I wasn't skilled enough to do it (later part of this thread http://forums.civfanatics.com/showthread.php?t=418202).
Another idea was to have a random event destroying a building in a city because of a fire.
