skaternate: i don't play like that and i'm surprised it works. I haven't played deity, but i'm not a warmonger so my style is different. If i'm going to war, i'll have at least 2 units in my cities. If you don't, they can get taken easily until later in the game (with railroads to move your troops quickly). When I war then, i'm in a communism and have 4 units in my cities. I cannot physically conquest with those huge numbers you're talking about. I take over, and assimilate cities quickly into my empire. I've only in this game i'm playing now finally discovered the great use of communism. It's the best goverment easily for the game i'm in.
