v102 - Portugal - unable to attack

This is weird; Spain inevitably attacked me and I am trying to play rope-a-dope with a throwaway city I settled south of Lisbon. However, here I am trying to kill this weak swordsman with my new Pikeman in Lisbon, and I cannot attack. I can attack with my wounded Landsknecht in my bait city but I want my healthy pikeman in the archer's line of fire, not my wounded mercenary. Is this a bug or is there some 1UPT rule I am not catching?

Also, Republic still seems broken Should I be able to start a Golden Age with Representation as Korea when I spawn in? Once I click "Invest in stability" the game still is prompting me to spend culture.
