The moai bug should be solved in v141.2, so please post back if you still encounter it after upgrading. AIs are better at conquest in vem than vanilla, so they tend to accumulate more promotions.
changed MIN_CITY_RANGE to 4. Seems to work fine with v143...
In medieval era every unit has 7 promotions, every ranged unit has +1 range and blitz. Dont you think its too much?
Montezuma's bonus for killing enemies is added to cities. Is this intentional?
Was there a unit garrisoned in the city Monty took? It would look like he got culture from the city but it was probably the unit inside the city that gave it.
Yep, that was intentional as a buff to Monty (as albie noted, his UA isn't very strong otherwise) - the culture goes through the cities' modifiers as well, iirc.
It's the "always war" setting giving you high promotion levels. On king difficulty AIs get 25 free experience; getting 7 promotions requires 280 experience.
