It seems the game does not recognize the changes from Mercantilism (Commerce policy tree).
If you look at the screenshot you see that the base gold should be 9 (4 from terrain plus 5 from the merchant). Instead, it shows a base gold of 7, which is the value without Mercantilism which gives merchants +2, bringing merchants from 3 to 5.
It is also not just a display error, as the global gpt did not change upon activating Mercantilism either.
