v150 Misc bugs

Never mind not expanding - London (AI) is just about not growing at all. It's at size 3 on t47. Oddly I played a game on v150 before and expansion was fine. But now it's been really bad on v151, and now this game. This one is on hotseat. I mention it because my Chinese workers and settlers occasionally walk an extra turn when I set them on remote.

My 150.2 game was similar, London was size 2 at turn 90, no other cities either.

What's most interesting about this is that it seems to be a bug, as opposed to an unintended consequence of recent mods.
