[v150] Order Policies and Factory

Hey,

I've have just finished the Order Policies tree which grants 1 "Production Building" in every city. But "Production Building" was in my case a Factory and now I have -15 Coal.
Furthermore I was just building a Factory in a some chosen cities and these Factories are still being built. I don't think this will end up in 2 Factories...

So this feature of the Order Policies seems a bit useless...?
 
I wouldn't call it useless - just more than you wanted. (I've gotten it twice and always been happy with the results, since it comes late enough that I can handle the demands.)

I don't know how often you're going to have that many cities and such little coal, either - that seems odd.

The "bug" was: I was building several factories which reduced my coal to 0.
Then the policy was building factories in all other cites (which I couldn't afford) PLUS an additional "ghost factory" in all of my factory cities (factories were still in production) which reduced my coal count further more.

The question would be then: which of all these factory work as normal (with coal)?

I don't know if that would be a solution if you want a factory only in specific cities.

Before I clicked the last button of the Order policies I thought this would grant a production building in the cities which you cannot build.

I believe they would all be diminished a certain percentage. I think Thal adjusted the bonus on your recommendation so you only get as many factories as your coal supply can handle. As far as maintenance cost, I would say that if you can't afford the policy's benefits, you may be better off choosing another one.
