v154: cannot build stone works

There is a stone quarry near one of my cities, but Stone Works is not in the list of available buildings. Strangely enough it is available in the list in a city down the coast with no stone quarry that I can see nearby.

Assignment of resources to cities is seemingly random and done in the game core.

Is there marble in the second city? Does the first city have stone that is improved? The tooltip should tell you why you can't build the stoneworks in a city.

You can't build a stoneworks in a city built on plains.

If the city can build a stoneworks, but the stone/marble hasn't been improved it will be greyed out in the building list.

I'm almost 100% sure this restriction is lifted in VEM as being unfairly penalizing depending on your luck.

I'm pretty sure that restriction was removed also, but a search on the website didn't get any results so I'm not positive.

The city which "owns" a resource is the city closest to the resource - not the city working the tile. If two cities are the same distance, I don't know how it determines which city gets the resource. This is the main reason why I lifted the "must have resource" restriction from some buildings like Stables and Blast Furnaces.

I always thought it was the older one who got it if they are the same distance? But yes, it's really intransparent...
