I had the strangest thing happening to me in warlords today.
I battled the Germans, took all their cities denied a capitulation request, untill they had only one city that was on a single tile island.
Since I wasn't going to discover marines pretty soon. I proposed that they capitulated. Which they did. A couple of turns later, they declare war to one of the other major players, and then ask to join the empire, thus whiping the German civ from the map ...
Is this normal ?
