Venice Civ a la Civ5?

Any modders out there thinking/planning on doing a One City Challenge type of civ like Venice in Civ5? really loved that civ and the type of gameplay it came with.
 
The problem I see with Venice, or any other one-city civ, is that tech and civic costs no longer scale up with the number of cities you own. In order to be scientifically and/or culturally competitive, you need to be able to put down new cities, and a single city wouldn't be able to keep up unless there were special mechanics created.
 
Perhaps yields per trade route could be increased by both the state of the target city and the city of Venice.
(IE: You're buying in partially finished goods to be put together in your industrial zone.)
