Venice Multiplayer Bug?

I was playing Venice today in multiplayer for the first time. Turns were set to hybrid.

On my turn I discovered Optics, granting me a free Great Merchant. It spawned on the tile next to my city with a Barbarian two tiles away. No military units were in that space. Before I got a chance to move the Great Merchant, the barbarians jumped all over my Great Merchant, killing it! It was the most heartbreaking thing that ever happened to me in a CIV game ever.

So, has this ever happened to anyone else? Why does the Great Merchant not spawn IN my capital?!? I would think it should. If a CIV developer is reading this please consider making it spawn in a city!

It doesn't spawn there if there is a GP in the city already. Also sometimes it can happen if a trade unit is in the city.
