Version 3.19 refuses to actually install properly

The main issue is that the civics screen is completely dysfunctional. The descriptions of civics do not load, and it is impossible to accept changes to any civics. The cost of civics is not stated either.

It looks like some kind of XML problem. This is a new computer. It is a clean installation, v1.00 to v3.00 v3.19 directly.

I don't really care about the other name issues.

sometimes incremental patching is needed.
I'd reinstall and do
1.00 -> 1.61
2.00 -> 2.13 (if Warlords is present)
3.00 -> 3.13 -> 3.19
