Very sparse strategic resources?

Is it just me or are strategic resources incredibly sparse? I've taken to developing very wide early empires, and usually taking out at least 2-3 neighboring civs to get enough land to have some oil, but I have literally occupied 3/4 of a Pangaea and had NO oil. I basically don't bother with teching to units that require oil, because I never have any.

Likewise, I often have no iron, no nitre, no coal. Am I just not founding enough cities? I end up with 10-15 usually, sometimes more.

They seem to be found in clusters to me. I often will have either multiple copies of a strategic or zero, which is frustrating because you should at least be able to find a spot to get iron or horses early on if you prioritize it.

Hopefully they will bring back the strategic balance option (balanced start is not that, and is not actually balance), which spreads the strategic resources out more.
