It's an old strategy game... it runs on Windows 3.1.

I'll post another screenshot tonight... it won't be any bigger, but with more details.

It's made by a pretty famous game company... one that starts with a "M" and has many very popular game series.

The next hint would be directly showing the game... if still no one knows what it is, then I might be the only one who have played and remembered this game...
