Can the Viking UU attack coastal cities and capture them, or can they just kill the defenders? I hate the idea of having to put 3 riflemen in each coastal city just to ward off an attack by (possibly) 2.
 
Yes, coastal cities are vulnerable but how often have you seen an AI back it up with enough to hold it and expand from it? Don't let the possible temporary loss of a city distract you from where your defenders really need to be.
 
I've reduced the Vikings to about 6 tundra towns. I keep them alive for leader fishing, and since I'm not near the OCN for this map, I don't want to establish towns on tundra. I'm more concerned that they will raze my costal town, because they have no chance of holding it. So, I see no way around needing 3 rifles per town. Since I have 18,000g, losing a town for just one turn would cost me about 800g. That would cover a lot of unit maintenance.
 
Make them landbound, or build a guard fleet to watch your coasts. Much cheaper to have 15 ships than 40 rifles.
 
Making them landbound would only leave them with 2 towns. Not enough for serious leader fishing.

Building naval units isn't an option. I'm playing against 30 other civs and at war with ~ 8 at any one time. My ships would be fodder for them, and increase WW.

I'll see how things work with just 1 rifle per town.

I think then just kill them off, that is the cheapest alternative. Find a less dangerous mouse to play cat-and-mouse with.
