uhm so basically its always best to use as many watermills (instead of workshops) as possible, if you are running state property, since you still get quite a lot of commerce from them.

but on the other hand caste society with state property would favor an all workshop design?
 
Levee and caste changes the way things work somewhat in BTS. Before BTS more watermills was almost always superiour (since you could run engineers with the extra food). With BTS it becomes a bit more complex. With caste you often want to have as many workshops as you can. Of course corps are often better than state property which further changes how things work. It seldom gives as much food as state property (up to 20), but with a production corp it can often outpreform state property.
 
I have to admit I never liked this article. First of all, it was written in an indirect way that made it unclear what the purpose was. Second, it wasn't practical. The focus was on choosing city sites for maximum production at size 20. That's rarely important. Even then, the point about 5FP SP workshops compared to mines (still 5FP, but requiring 4FP farms) could have been made a lot more succinctly.
 
biology, comunism, everything is too late, hence irrelevent for most of my games(i dont have the time+energy for space race and prefer conquest much earlier).
this comparison should be made in for the clasical era etc, in that case workshops sux. cottage spam for commerse cities, and mined hills+high food tiles for the HE/production city.
