I voted to restore the exploit. i don't know much about the issue, but i used to enter WB and make-shift new civs by taking a dead civ i don't want reborn (babylon, egypt to name a few, rome for another) - and placing them a nicely developed Australia, South Africa, West Coast USA or somewhere. this would, in theory, "create" a civ in the desired location, prevent rebirth - but until now i never realized why all my intentions fail. Being built so far away from its "zone", it's entire empire is screwed and doomed to hopeless failure.

Human capitals not flipping on civ spawn have got absolutely nothing to do with it. No civs are spawning in Australia, South Africa, West Coast, etc.

If restoring this exploit can allow my "Pseudo-Civs" to live, then restore it. only for that reason. and for that reason only. if it would not impact their survivability,

It would not impact their survivability in any way, shape, or form.
 
I voted to restore it. Nobody HAS to use it, and I've never seen the AI do it. Also, It adds some emergent play to RFC, without which Civilization4 gets a bit old.

For example, I used Carthage to found Alba Longa and another city on the Italian Peninsula, essentially establishing the Latin League, which Rome defeated early on. But why should Alba Longa be forgotten? It was more powerful than Rome in the beginning, right?

And Carthage can be used as the Phonecians, Basques...a lot of possibilities. Babylonia can be the Hittites or Trojans, and Greece can be the latter as well. It's more fun!
 
Only place where I've squatted was with vikings in the British islands.
If you ask me it's still very doable. Just build that one city where London should be and keep settlers ready until England spawns.
It does delay your game start a bit though.

Are there any other civilizations that could use the squatting technique in the previous patches?

Also, Rhye left it in the game so that all you have to do is hit a key combination and it's back.

Why is everyone's panties in a bunch over it?
 
Also, the only time I've squatted was in the new patch, in fact.

I played as Carthage, founded Rome as my capital, then razed the Greek colony nearby. A few turns later Rome spawned in Germany since it was my only city and was later destroyed by barbarians.

It's a pretty good move if you're going for the UHV. A lot of times the only mercenaries you can purchase are just warriors and archers. It's better to just pump out soldiers from Rome and buy a few extras when they're available.
 
Forgive me if I'm going off topic here: The bigger problem is that conquest/domination victories (or even colonizing the world to your liking with the french for that matter) are impossible without some sort of exploit. Squatting is one but I also consider gifting away cities to gain stability a kind of exploit too, it doesn't make any historical sense and the AI can never take advantage of this gifting. I feel like I'm now somewhat bored with chasing UHVs and want to explore some alternative history scenarios. It would be great if there were an option for more forgiving stability to explore these kind of scenarios.

If you want to twist the world then twist the world. There's already been posted a stability patch that means the human player will never fall. Alternatively (if you want to give the AI's a chance) just go into the Stability.py file, find civics using a search engine (Rhye leaves useful comments in the file) and up the benefit of your civic choices. The other AI's can benefit from this of course but fair's fair. End of the day Rhye has written the rules to give us a real world history tour rather than a radical re-writing of history.

P.s. I usually ended up upping the stability bonus' from Hereditary Rule + Vassalage or Free Religion and Emancipation from 2 to 30, 60 or once even 100. I hopeless at the game but can cheat like anything :blush:
