Vox Populi Ai stops my custom civs ai from making its UUs

As the title says whenever I run vox populi with my mod the Ai seems to wig out and my civ doesn't make its Unique Units and it doesn't found more than one city. I'm very new to modding any help is appreciated thanks!

Same, I am running 1 customize Civ that produces Unique Great General and Vox blocked it.
