[BNW] Vox Populi breaking TSL (YnAEMP)

Hey I've come across an unexpected problem where whenever I run Vox Populi and YnAEMP together, the True starting locations feature stops working. The game runs perfectly otherwise, as far as I can tell.

Keep in mind:
-This is a not a crash problem, I fixed that before asking
-TSL works fine before

Mods:
Vox Populi
VP compatibility patches for 43 civs
43 civs
Community Events
More Luxuries
C4DF
City State Diplo
YnAEMP (not steam version)

Yep, its the full package specifically for 43 civs
