Walk On Water, Useless?

According to the Terrain Types Reference Chart[1] roads increase the the commerce output of ocean squares by 1. This however does not appear to be the case, as I under Democracy only get 1F3C from each ocean square regardless of roads. Was this patched in v05 or something, or is the Terrain Types Reference Chart just plain out wrong?

The point is to get 1F6C with railroads. Which I don't.

The chart is wrong. You can get 4 trade with railroad, nothing with road. You can get 6 trade with colossus, railroad and democracy/republic.

Ocean + Colossus + Railroads: 1F4C
Ocean + Colossus + Railroads + Democracy: 1F5C
