i'm from germany and i want to play civ 2 at the internet who can tell me the way i have to do it thanks for asks before and sorry my english is very bad hope you could understand me

Welcome to Civfanatics
First of all, be sure you have Civ II MGE.
Then you have the choice of starting a new Internet game, or join an existing one (in which case you have to know the IP adress of the game you want to join).
And if you start a new game, you'll have to wait for other players (or better invite them, telling what your IP adress is).
Look at the multyplayer and PBEM forum, I expect you'll find all the info you need there
