The new war of retribution Casus Belli brings up a concern. So you make a promise to be more careful in the future about settling near X... or about your troops being just passing by.
In neither case is it concrete as to what constitutes breaking that promise.
I settled six tiles from you, and I promise not do that again. So my next city is nine tiles from you, is that okay? Does it matter that there is a mountain range in between? A body of water?
My 4 military troops were next to your border, and I promise they are just passing by. Ten turns later my scout touches your border, is that a broken promise? How about an archer two tiles away, hunting down a barbarian?
Realistically, diplomats of the two nations have discussed their concerns and leaders have a pretty good idea as to their opposites' concerns, but in-game it seems rather vague.
