War of the ring scenarion bug(?)

Hi all. I'm just try war of the ring scenario, this one http://sleague.civfanatics.com/index.php?title=War_of_the_Ring_v1.11
and meet some kind of bug... or feature. I can't load any fellow unit on elven-boat near Lorien. Also i can't load any unit on galley from coast, only via sleep menu in town.
Is this some bug or i do something wrong?

I remember something about an issue boarding the Lorien, but its been SO long since I've played that scenario, I can't quite remember. I'm sorry I can't be of more help other than remembering there was indeed some issue...

Well, i "solved" this problem just by increasing fellowship movement for 5 turns, during travel along the river - frodo and sam on right coast and other on left part(as if they "really" use boats). So, if someone will get this problem - you may fix it via correcting "rules.txt" without any replaying.

That bug was introduced when I uploaded a ToTPP compatibility fix (video playback) for the scenario a few months back (WotR v1.11). My ToT folder's a bit of a mess and the scenario rules file included ToTPP tweaks + testing junk. I forgot to remove the testing junk before uploading. It's fixed now. For those who downloaded version v1.11 previously, I've attached a replacement rules file. That issue was caused specifically by ocean terrain flagged as impassable terrain.
