Come on Firaxis, I was really hoping to see this finally resolved in the expansion. Surely this is a simple bug to fix.

Unresolved bug from previous versions:

When running civ in a window, my mouse pointer displays information on the tile diagonally up and left one square from where the pointer is, most of the time, sometimes it's a little further out and I have to hunt around the map to find info on the tile I want. It only happens after the window size has been adjusted (maximised for example). Giving orders to units and all other commands work fine (the unit's movement path indicates the wrong destination tile, but the actual command given to the unit is correct).

I suspect that windowed mode does not pick up the resolution of the window correctly when it is maximised. For example, the initial window size is of 1024x768 variety, and it 'maximises' back down to 800x600 (which is the max I can run my notebook screen at). But it's not just an 800x600 issue. This problem also occurs if the window is maximised to above 1024x768. In fact, any form of maximising the initial window to a different resolution will break the cursor tracking. I've changed the resolution settings in the ini file but it doesn't seem to make any difference.

(Note: For those people running small screens our outputting to TV, despite the minimum specs every other aspect of the game is fine at 800x600, except for this annoying tracking bug.)
 
This happens indeed. Same behavior if I maximize the 1024/768 window on my 1400/1050 display.
