[GS] Warrior Monks belief: Holy Site doesn't trigger Culture Bomb

This happened to me as well, with culture bomb not working.
I had portugal culture bomb me from a city with no religion in it. Waited till he converted my cities and built two holy sites, which failed to culture bomb him back.
Just want to know if this is a bug or if I can't culture bomb back land that was culture bombed away from me.

I posted on Oct 4, 2020 this same bug https://forums.civfanatics.com/threads/1-0-5-11-holy-site-has-no-culture-bomb.663451/ In that case, I didn't found the Religion with the Warrior Monks belief, nor did I have that Religion as my majority Religion. I suspect at least one of these is necessary? @Pinkypie's post implies that also.
I can see the advantage of the founder being able to use that follower belief in their unconverted cities. But if that's what's intended, it should say so.
