WC Resolutions: can they be repealed?

(World Congress, not a European WC btw)

Is that possible? In my current game, Morocco had the votes to strongarm Catholicism as World Religion. This was not in my interest or that of the Zulu. Now Morocco has been wiped out. Would be nice if wiping out the civ who proposed the resolution allowed resolutions to be voted on again. Or just make it easy and allow things to be voted on again if there is a new host.
 
I believe that if you're the host, you can propose to repeal a resolution, yes. In fact, I'm pretty certain of it, since there's an achievement for repealing a resolution that you proposed and enacted, which would imply that

A. Proposals can be repealed
B. Proposals can be repealed even if you weren't the one to enact them (this achievement would have a lot less text if this weren't the case).
 
You can repeal them. You just click on the "resolutions in effect" part and it comes up as a resolution in red, meaning it's up for repeal. I had a luxury banned, took over that civ that that had the luxury, then repealed the ban :)
